Vacany - Clerk and RFO

An opportunity has arisen for a part-time Clerk and Responsible Financial Officer for the Great Burstead and South Green Village Council. The Village Council is located on the outskirts of Billericay and has eight members representing approximately 2,600 households within the parish, the second largest parish in the Basildon District. Meetings are held monthly and all local residents are welcome to attend to raise local issues and concerns.

In addition to managing the day-to-day administration, the Clerk liaises with Councillors, other clerks and members of the public across all levels. More importantly, as Responsible Financial Officer, the Clerk manages the Village Council’s finances and is responsible for preparing the annual accounting statements that are audited externally. The position is home-based, although it is necessary for the Clerk to attend regular monthly meetings and occasional training days. Computer equipment will be provided.

The position would suit someone with an interest in the community and local government and it is expected that the successful applicant will be enthusiastic and self-starting, computer literate, have good written and inter-personal skills plus a proven knowledge of budgets and spreadsheets.

The post is for 14 hours a week, and salary, based on NALC/SLCC National Agreement Scale SCP 7-14 (£19,554 - 22,462 pro rata) will be dependent on experience and qualifications of the applicant. If not already qualified, applicants should be prepared to train to attain the Certificate in Local Council Administration qualification (CiLCA).
